PArisLeaks

i4Us has obtained a confidential document from the US State Department, provided by the whistle-blowers PArisLeaks. It is an indictment on the self aggrandisement of the President of the United States. He talks of 'self determination" but as you can see from this searing account of the bureaucrates in the mightly American Republic, they are just looking for a reason to renege on the dreams of Independance for Armenia.

Without PArisLeaks, the details in this document could well not have been made available to the world for decades.

This document created on the 16th of October 1919, it is a detailed report of the American Military Mission to Armenia. this mission was commissioned by President Wilson to "..investigate and report on political, military, geographical, administrative, economic and other consideration involved in possible American interests and responsibilities in that region." (p1).

The document provides a stunning insight into the difference between what President Wilson has told the world though his 14-point plan for how the rest of the world should behave, and the reality of what the USA is prepared to do itself.

i4Us is providing the document in its entirety for our audience to read and assess for themselves. We do however feel it important to highlight a few key passages.

PAPERS RELATING TO THE FOREIGN RELATIONS OF THE UNITED STATES,

1919, VOLUME I

The Chief of the Military Mission to Armenia (Harbord) to the Secretary of State on Board USS Martha Washington October 16, 1919.

Page 4 - The USA knows and has documented the genocide of the Armenias by the Turks.

..there have been organised official massacres of the Armenian people ordered every few years since Abdul Hamid ascended the throne. In 1895 one hundred thousand perished. At Van in 1908, and at Adana and elsewhere in Cilicia in 1909, over thirty thousand were murdered. The last and greatest of these tragedies was in 1915.....The dead from this wholesale attempt on this race are variously estimated from betwee 500,00 to more than a million, the usual figure being about 800,000....

Page 6 - The current humanatrian disaster is well understood in  the US Department of State

Such are conditions today in the regions where the remnant of the Armenian people exist; roads and lands almost back to the wild; starvation only kept o! by American relief; villages and towns in ruins; brigandage rampant in the Transcaucasus; lack of medicines and warm clothing; winter coming on in a treeless land without coal. We saw nothing to indicate that Armenians who have returned to their homes in Turkey are in danger of their lives, but their natural apprehension has been greatly increased by unbalanced advice given by officers on the withdrawal of foreign troops from certain regions.

Page 17 - In their list of reasons against accepting the mandate to protect the Armenian's these two sum up the US position.

3. Humanitarianism should begin at home. There are a sufficient number of difficult situations which call for our action within the well-recognized spheres of American influence.

4. The United States has in no way contributed to and is not responsible for the conditions, political, social or economic, that prevail in this region. It will be entirely consistent to decline the invitation.
